Shops and establishments in Haryana are governed by the Punjab Shops and Commercial Establishment Act, 1958, and Rules, 1958. It was originally applicable to the state of Punjab and adapted by Haryana state by formulating separate rules. It regulates the conditions of employment and work like working hours, overtime, leave policy, rest interval, closed days, national and festival holidays, etc. in shops and commercial establishments. Shop and establishment registration in Haryana comes under the preview of the aforesaid act.
Applicability
It is applicable to all types of shops and commercial establishments in all areas of Haryana, even if you have one employee or more.
Registration of Shop and Commercial Establishment
Within 30 days of the start of operation, the owner or employer shall apply for registration under the act.
Shop and establishment registration in Haryana is online, and you can apply at the Haryana Enterprises Promotion Centre (Invest Haryana).
Fee for Registration
The registration fee for shops and commercial establishments depends on the nature of the business and the number of employees. There is no provision for late fees in Haryana for shop and commercial establishment registration.

Documents required for Shop and Commercial Establishment Registration/Renewal
- Aadhaar Card of Owner/Employer
- Proof of establishment (Rent agreement/Lease Deed/Electricity Bill)
- List of employees having Name, Father’s Name, Gender, Shift Timing
- One sign board having company name and establishment address photo
- One internal photo
- One external photo having left tight and sign board view
- 5 to 15 seconds video from outside to inside.
- Mail ID and Mobile number
Exempted Establishments under the Act:
Some establishments are exempted as per the nature of their business, as mentioned below-
- Offices of or under the Central or State Government (expect commercial undertakings), the Reserve Bank of India, any railway administration or any local authority.
- Office of lawyers
- Establishment of stamp vendors and petition writers
- A Factory registered Under The Factories Act
- Construction site covered under Building and Other Construction workers (Regulation & Abolition) Act,1996.
- Establishments of doctors and medical practitioners
Penalties under the Act
Once convicted, he shall be liable to a fine not exceeding one hundred rupees for the first offence and three hundred rupees for every subsequent offence. The fine in respect of every subsequent offence within the same year shall not be less than one hundred rupees in any case.
