EPFO through its Employees' Enrollment Scheme (EES)–2025, provides a one-time compliance opportunity to extend the coverage of EPF and to bring previous non-enrolment in line with law and due process. The EES gives employers an easy, low-penalty grace period from 1 July 2017 to 31 Oct 2025 in which they can enroll their workers who qualify for EPF but have been left out. This popularizes the national objective of “Security for All.”

Key Impacts:

1. Compliance period from November 2025 on for six months.

2. Employers need only contribute the employer’s share, interest, administrative charges and a token flat-rate fine of ₹100.

3. Covers all remaining uncovered staff (hitherto limited to government institutions) and enables enrolling contractors, casuals who put in days without making chop about employer health costs or being enrolled might be entitled to benefits under the Act for example if one of their signed contracts calls for a specific kind of leave not covered by vacation days are normally deducted its instead covered by Social Security in which case the employer must pay this out as well and then make up any loss incurred by doing so from his own pocket also Monthly payment of wages according

6. Employers enrolling in EES-2025 may also be eligible for benefits under PM Viksit Bharat Rojgar Yojana under certain circumstances.

7. EPFO will be proactive about reaching out to defaulting employers by SMS and email, encouraging their participation in the scheme in this way.
