The Rajasthan Government, Labour and Factories & Boilers Department, Jaipur vide Notification No. S.O. 162 dated 03 February 2026 issued draft of the Rajasthan Occupational Safety, Health and Working Conditions Rules, 2026.

The Rajasthan Government has promulgated a draft notification laying down an exhaustive set of rules concerning factory or establishment registration and licensing; safety and health; health examination; work hours and digital monitoring for compliance in relation to its factories and establishments.

Key Impacts:

Unified Registration System: The factory & establishment are now to register online through state portal. Registrations are automated.
Single/Common Licence: The factory & establishment may apply for a single/common licence valid up to 10 years.
Deemed Registration and Licensing: If no decision is made by the relevant department within the prescribed length of time, such registration or license shall be presumed to have been granted.
New Fee Slabs: Factories and others are categorised under new slabs for the purpose of registration, licensing, renewal or late fee.
Mandatory Annual Health Check-ups: All employees aged 40 years and above are to be given an annual health check, free of charge.
Appointment Letter Mandatory: Employees have to be provided with appointment letters.
Safety Governance: More Safety Governance by mandatorily constitution of Safety Committees and appointment of Safety Officers based on the number of employees and risk level.
Compliance and Reporting: Every establishment shall maintain all registers, returns, reports of accidents & records electronically. All such details shall automatically get forwarded to EPFO and ESIC.
More Stringent Reporting of Accidents and Illness: Reports of accidents, incidents with potential to result in a death spreading disease at work will be submitted within the prescribed period.
Consistent Work Conditions: Employers are to implement a set of explicit scheduling practices for compensatory time off, mandatory leave, documentation practices on leave and recordkeeping requirements.
