Government of Telangana on January 31, 2026 has issued the preliminary notification of Occupational Safety, Health and Working Conditions (Telangana) Rules, 2026. This full draft updates labour regulations, with simplified digital registrations and mandatory safety committees.It also sets strict rules for the welfare of contract workers, rules for overtime pay and increased safety and transit rules for women working night shifts.

Key highlights

Once the rules are published in the gazette, stakeholders and the public will have 45 days during which to make any feedback or objection to the Commissioner of Labour before finalization of the rules.
Establishments shall register electronically and shall be automatically registered within seven working days if the application is complete.
Employers shall provide free annual medical examinations for all employees over the age of 40.
Factories and high-risk or large-scale establishments are required to have equal-representation safety committees.
Report electronically within 12 hours of fatal or serious workplace accidents requiring 48 hours absence from work.
Women can only work between 7.00 p.m. and 6.00 a.m. with written consent, secure transit and CCTV surveillance.
Contractors must be licensed and the principal employer is legally responsible for unpaid worker wages.
The traditional 48-hour work week still exists, and overtime is paid at double the normal wage rate.
The entire framework gives preference to electronic filing for compliance, licensing, reporting and grievance redressed.
