The Delhi Shops and Establishments (Amendment) Bill ,2026 (Circular No. F. No. 21/8/DSAE(A)/2026/LAS-VIII/Legn./16203, January 9, 2026) proposes changes to the Delhi Shops and Establishments Act, 1954.The Bill will have effect from the date the Government of National Capital Territory of Delhi publishes the implementation date in the Official Gazette.

Key Impacts:

Applicability Extended: The Act has been extended to shops and establishments having 20 or more employees (previously it was 10).
Extended Working Hours: Daily workhours can now go up to 10 hours, inclusive of rest breaks and meal period.
Weekly Limitations: New maximum work week, which is sixty hours in a week with a quarterly limit of one hundred forty-four hours.
More Flexible Overtime: Maximum overtime hours have been raised, now more can be worked each week, within a limit.
Nocturnal Night Shift for Women: With the consent and necessary protection measures women can be utilized in night shift from 9 PM to 7 AM during summer season (April to September) and between 8 PM to 8 AM during winter season.
Child Labour: It is impossible for any individual to employ a young during the night, thus keeping to child labour regulations.
Employer Liability For Safety Of Women At Work :Employer providing CCTV, Security and transport for women in night shift.
Sexual Harassment Compliance: Employers are required to comply with the Prevention of Sexual Harassment of Women at Workplace Act, 2013 and provide a safe work environment to its women employees.
